Though the children are out of focus to give emphasis on the water fountain, the flats (as well as other objects) in the background is distracting to the eye considering that your subject is supposed to be the fountains. The color of the flats isn't monochrome, and since the human eye have the tendency to catch vivid hues, chances are, even in a distant view, their attention would shift to the buildings instead of the water. My advice is to blur the background subtly, although not too much since it would lose the quality of the photo. Also, the lamp post looked like it's part of the buildings, losing the perspective of the objects, so again, it would be safest to subtly blur each object according to perspective.

The same principle applies to the lion. Because of the vivid color and lighting, the eye would get distracted from the main subject which is the water fountains. Something like macro view, but without using the "greater than life size" definition; more like only to bring focus on your main subject.

I love how you captured the mood of the children playing by showing that their blurred capture showed motion taking place. And the texture of the ground as well as the black tiles are perfectly shown by the lighting, giving the viewer a notion of what is smooth and rough to the touch.

Overall, the photo is a wonderful artwork that catches the viewer's attention, but composition needs improvement in relation to the message that you want everyone to receive.
